WORKS AND SERVICES DEPARTMENT. 

 1.00        Introduction:

You are welcome you to works department of Federal Polytechnic Offa, Kwara state, Nigeria. The works and services department is one of the services department and in fact the key services department for the institution as established from the Edict establishing the third generation polytechnics.  The other sister services department is the Medical services.

 

Thorough work plan for the department of Works & Services is captured in the following divisions/Sections:-

(a)        Civil engineering division

(b)        Mechanical/Electrical division

(c)        Environmental division


  2.00     SECTIONAL         

  2.10     MECHANICAL/ELECTRICAL DIVISION

 2.11     Staff

The members of staff in each of the sections presently on ground are as follows:-

            (a)   Engr BM Suleiman    Chief Maintenance Engineer-Head

            (b)        Surajudeen Lamidi      STO [Mechanical]

            (c)        Saka A. Keinde           STO [Electrical]

            2.12     SCHEDULE OF DUTY,

ENGR BM SULEIMAN, Chief Maintenance Engineer

This division is charged with the responsibility of handling all mechanical/electrical engineering works and other related maintenances of the polytechnic’s facilities and structures under the headship and leadership of Engr BM Suleiman. He shall be formally and informally held responsible on any lapses noted in the discharge of his responsibilities and the obligations of the division.

He shall be answerable directly to the Director in the discharge of his duties, adhoc duties and any other assignment that requires his attention as the divisional head.

         2.13     General Schedule

This section is charged with the responsibility of carrying out the following responsibilities

(1)               Maintenance of heavy and light duty plants and equipments

(2)               Maintenance of vehicles in the fleet

(3)               Maintenance of boreholes installations

(4)               Maintenance of all LT services leading to the sub-stations

(5)               Maintenance and sustenance of the sub-stations to be functional and safe jointly with the PHCN

(6)               Carry out all minor and major fabrication and welding works required

(7)               Carry out maintenance in refrigeration and air-conditioning etc

(8)               Liasoning with PHCN in functionality and sustainability of the sub-stations

(9)        To maintain and keep records of all minor and major works carried out in the section in this pattern

            (i)         Keep records of all works carried out

(ii)        Keep records of all common requests from user end and recommend to the school for a bulk purchase of such items to be kept in the stores

 

2.13.10            Craftsmen Schedule

The craftsmen electricians are to perform and carry out these assignments daily as shown below:-

(a)        To check and report for any electrical fault on our LT lines daily.

(b)        To ensure that all electrical supplies are according to load shading arrangements put on ground.

(c)        To ensure that all the Distribution Boards are adequately protected

(d)       To carry out any minor and major electrical works and installations from complaints received from users.

(e)        To ensure that the plants are cleaned, fueled adequately and ready for operations before putting it on load.

(f)        To carry out minor mechanical faults on our vehicles as reported at the automobile workshop

    2.14           Technical Services

There are various sections that fall under the technical division.  Their general duties involve administration, supervision of all minor and major works of the polytechnic.  The implementation of these works could either be handled directly or through the Minor Works Committee or the Finance and General Purpose Committee [FGPC] i.e. the implementation body of these works depends on the scope of the work entailed.

 These sections are:-

(i)                 Mechanical Section

This section has the following units. They are;-

   Fabrication & Welding

   Automobile and Transport

   Refrigeration and Air-conditioning

   Power & Plant (Mechanical)

 

(ii)               Electrical/Electronics Engineering Services  section

This section deals with the various electrical minor and major works installations to the Institution’s facilities and structures, minor and major works and installations to the polytechnic’s communication/electronics services.   The established units are:-

             2.20     CIVIL ENGINEERING DIVISION

 2.21     GENERAL STAFF

The members of staff in each of the proposed sections presently on ground are as follows:-

2.22     SCHEDULE OF DUTY,

ENGR O.L. BELLO, Asst Chief Engineer

This division is charged with the responsibility of handling all building/civil engineering works and related maintenances of the polytechnic’s facilities and structures under the leadership of Engr OL Bello. He shall be held responsible formally or informally on any lapses noted in the discharge of his responsibilities.

 He shall be answerable directly to the Director in the discharge of his duties, adhoc duties and any other assignment that requires his attention as the divisional head.

 Other duties include as follows:-

(a)        Maintenance of steel roofed structures

(b)        Maintenance of water reticulation networks

(c)        Maintenance of road networks

(d)       Maintenance of structural failures of our structures

(e)        Control of erosion prone areas

(f)        To maintain and keep records of all minor and major works carried out in the section in this pattern

            (i)         Keep records of all works carried out

(ii)        Keep records of all common requests from user end and recommend to the school for a bulk purchase of such items to be kept in the stores

 2.22.1  Craftsmen schedule

The craftsmen plumbers are all answerable to the  divisional head, Engr O.L  Bello in performing  and carrying out their assignments on daily basis in both Campuses as shown below:-

(a)        To check and report for any fault or leakages along the reticulation tracks daily.

(b)        To pump water from designated boreholes

(c)        To ensure adequate water in the overhead tanks and reservoirs

(d)       To carry out any minor plumbing works and installations from complaints received from users.

       2.30     MAINTENANCE DIVISION

 2.31 Staff on Ground

2.32     SCHEDULE OF DUTY:

Mr. KAYODE EDWARD OPALEYE, Asst Chief Maintenance Officer

 

This division is charged with the responsibility of handling all environmental maintenance works on the two campuses under the leadership of Mr. KE Opaleye. He shall be formally or informally held responsible on any lapses noted in the discharge of his responsibilities.

 He shall be answerable directly to the Director in the discharge of his duties, adhoc duties and any other assignment that requires his attention as the divisional head.

 This section will also engage in all minor and major building maintenance works of the institution’s facilities and physical structures and general environmental cleaning services.

The established units under this division are:-

Masonry

Carpentry and Joinery

General cleaning

Environmental, Sewages & solid Waste disposal

 

2.33     GENERAL SCHEDULE

This section is charged with the responsibilities of carrying general maintenance of all structures in the polytechnics as follows:-

(1)               Conduct/inspect structures of the polytechnic on preventive measures at least twice in a week

(2)               Daily inspection of the polytechnic environment towards keeping and maintaining a clean environment

(3)               Carry out daily all minor carpentry repairs

(4)               Carry out all minor & major face-lifting or decoration of our structures on regular basis

(5)               Supervision of engaged firms for the upkeep of our environment

(6)               To prepare cost estimate for all major repairs reported for maintenance or rehabilitation.

(7)               To properly monitor and supervise all environmental cleaning services, and casual workers  engaged by the polytechnic on daily basis

(8)               To prepare and report on weekly basis the performance of the outsourced services agency in order to check their performances.

(9)        To maintain and keep records of all minor and major works carried out in the section in this pattern

                        (i)         Keep records of all works carried out

(ii)        Keep records of all common requests from user end and recommend to the school for a bulk purchase of such items to be kept in the stores

 3.00     OUTSOURCED SERVICES & OTHERS

 (A)       Casual workers for the cleaning of offices and lecture rooms

Twenty six (26) casual workers are engaged in the cleaning of lecture rooms and laboratories while thirty three (33) casual cleaners are engaged in cleaning of offices and toilets.

 The head of the division is solely responsible for the supervision, monitoring of all the activities and shall be solely responsible to the director while conducting the upkeep of the environment on the two campuses.

 He shall be held responsible for any lapses observed by the management and the department

 

4.00    OTHER SERVICES PROPOSED

This section actually deals with the other services that the institution will from time to time enjoy along with the existing technical services.  Some of these services include as follows:-

Fire fighting and protection unit

Parks and Garden unit/Landscaping

 The school is planning towards the establishment of these service units to cover both campuses.   


 5.00     WORK PLAN

 The department intends to adopt a blueprint work plan that will fluctuate between immediate and longtime strategy in the implementation of all works, services and related maintenances at the two campuses.

 In order to achieve this, the department is proposing to:-

 A.        To circulate questionnaire to both staff and students on minor and major maintenance works                             covering all the sections/divisions with a view to:

 (1)   To identify the basic materials required for the prompt maintenance attention form the general                          complaints received from all members of staff and students, to be classified division by division;

(2)   To identify any of these materials or items that could be procured and kept  in store basically to                        keep minor and major works and services and maintenances daily requirements;

           (3)   To also identify those items which by its failure or malfunction can cut off basic essential services of                    water and electricity etc, on the two campuses?  For example:-

 (a)        Submersible / Surface pumps

(b)               Service pipes

(c)                Service cables/wires

(d)               Distribution boards

(e)                Earth Leakage Circuit Breakers, [ELCB]

(f)                A Separate Fuel dump/allocation to be solely under the care and control of the department;

(g)               A functional standby vehicles and driver for quick response.

(h)               A reasonable amount of not less than 250,000.00 [Two hundred and fifty thousand naira only] as monthly imprest.

 

         B.                 To conduct training from time to time either through the attendance of

organized workshops and seminars or internally.
